Those wishing to become employees of the institute should send a
application addressed to the director of the Institute of Research and Development in free form with a short creative biography
and an indication of the direction of future research in the framework of the tasks of IRS. The application is reviewed by the IRS Council and its decision is communicated to the submitter.

IRS employees get the right to free publication of articles in the journal "Papers of Independent Authors" (DNA) in Russian and English (in the amount stipulated by the terms of publication in DND) and for posting articles on the IIR website. Heads of directions also receive a personal page in the GUGL, in which their articles are immediately posted from the IIR site. IIR members who took part in the work of the House of Scientists in Haifa (its members and invited to present at its conference) receive the right to free publication reports in the "Bulletin of the House of Scientists" with ISBN.
